That is currently only available in v3, although it is just a front-end UI. You can already access the tags filtering mechanic by adding ?tags[]=yourtag to the URL.

It's in the latest version of harmony-theme https://github.com/NodeBB/nodebb-theme-harmony/commit/cb525fd200a42575193d86d7ecc9babaad8e3192. You can update to the latest beta of harmony which is beta.74 and latest bootstrap5 branch from core.
