Can all the topic lists have a "New Topic" button?

I'd like people to be encouraged to create new topics. As part of that, it would be great if the "new topic" button was on top of every page with a topic list.
The "recent" and "popular" views don't have this button. So when a new user logged on, she was didn't understand where all these topics were coming from if there's no new topic button.

@Kamal-Patel I assume your target demographic aren't the best on computers.
The reason it's not on recent and popular is because they're posts from multiple categories, you can only post into one category, recent and unread aren't categories. Obviously if you only have one category, then yeah, it wouldn't make a huge difference, but for 98.8% of forums with categories! it doesn't make sense.

Okay, I see your reasoning and raise you a devil's advocate. If you are on a list of all recent topics, and want to create a new topic, why not be able to create a new topic and pick the appropriate category during topic creation?
(that's what I've seen on most other forums)

And here's a cap of Discourse's new topic creation, with category selection ability. Basically, I feel like constraining new topic creation only to within a single category topic list may not be the best idea.
I could be in the "Feature request" category list and easily think of an idea for a "General discussion" topic to create, and UX deems that those extra clicks to navigate to that category may stand in the way of low-attention span computer users.
Plus a new user won't memorize all the topic list types, so may be confused about why new topic buttons are only on certain screens.

@Kamal-Patel if you hadn't have annotated them, I may have gone on longer, but I can't argue with annotation.
The composer as a separate entity may be quite a nice feature, allowing you to pick which category from anywhere. Good work that man. :thumbs up:

Ain't nobody making new posts on my site, because they're all clicking the recent/popular posts buttons and don't see a new topic button. (a bit of an exaggeration, but for the most part true)
