changing CSS of nav bar

can someone tell me why this code is not working, I am trying to change the background color of the nav bar

Where did you put it? It seems to work fine for me when I put it in custom css in ACP.

Make sure custom css is enabled as well.

#66666617 is a transparent color.
Always test with a color you are not using on the website (like red or purple)

@y-h #red is not a color (just red is), but other than that I can assure you there is nothing wrong with this CSS and the problem lies elsewhere:
