How to achieve this layout?

I've taken a look into the plugins but I cannot work this out.

i am looking for a way to add the pages to the header?

Also as for the Login/Register, is there a way to link this to my Wordpress homepage? so when a user is logged to my home page they're also in the Forum?

You mean to navigation, if yes you can add link at
Admin --> General --> Navigation

I mean to set the menus such as Start Here, etc.

When I add a menu to mine it doesn't look as sleek..
