Plugin section: Restart & Reload button [v.0.7.0]

Restart and Reload is often necessary, when handling plugins. Every time you have to click and scroll all the way up to this buttons. And than all the way back again.

I would make me glad, if these buttons would also appear in the plugins section. Because there is the place, where they are need most of the time.

This popup isn't profile specific anymore. Now it contains several functions.

I would like to have a central element in the upper menubar of the ACP that indicates if there are any kind (Forum, plugins, whatever) of updates available. Something Like "fa-rotate-right" or "fa-refresh" with a badge. When clickin on it, a popup lists the items which have updates.
