@DownPW definitely a nice candidate for a plugin.
Though keep in mind that if the griefed user logs out of their account, then they would instantly know that their account is flagged for slow down since access would be quick for guests.

@DownPW Just my opinion, but seems a lot of effort for users you dont want anyway.
Personally think 'unusual' things like that, should not be included in Core. If someone makes it a plugin fair enough.
Core should be for the main functionality, which a significant number of the users want. -

Sure but in get's mode, the user don't bother us
The goal would really be to discourage a troll from remaining on the site as a registered user.
For example, in our forum, we allow maximum expression and only censor when strictly necessary.
Many trolls are very intelligent ((weird right? ) and know how to follow the rules while being extremely annoying.

I've used Xenforo since 2012. In all that time, I've only used this function a few times. And it was not just based upon user, but on an IP. Of course, the user apparently was not smart enough to know about TOR or willing to get a VPN.
It's an OK feature, but easily gotten around. Users that are aware of it will just create new accounts. If it's IP based then they will use a VPN or TOR to get around it... unless you block TOR at the firewall level. -

If you are talking about people with a problematic mentality who are involved in stalking, then I don't see any other ways except for legal methods of influence and permanent blocking. Shadow ban is the path to hell. Today you enabled it for a stalker, and tomorrow a user will appear who simply says inconvenient things or surpasses you or one of the moderators in a dispute and someone will use it again.
I had similar cases too. Not so much to worry about. You just need to strictly follow your own rules, especially if it is clear that the user is problematic. And sometimes it even helps to unite the community, especially when everyone sees that the moderation is adequate, and the user is clearly doing something destructive. If the problematic user directly points out problems that really exist but are perhaps not visible to the admin or he does not understand it, then I will never ban even such a problematic user because he helps me find problems, even at the cost of some of my or my moderators' discontent.

spammers are not trolls. A spam bot should be blocked, preferably before its post is seen by an administrator. There is no reason to shadowban a spam bot. Only algorithms for rejecting their messages and a permanent ban. Spam protection is something that should be done automatically because there is also automation on the opposite side.
