How can i restore the forum from backup?

Hey Team
I had nodebb on digital ocean droplet a year back.
and after few month i had taken down.

and i took those files to local system and dumped database also
now how can i restore it to some other server or run in my local itself?

here is the files in local, also database files
please guide me through this
