Better Group Access Control and Guest Group

I saw that changes were made to give more control over what users could access what. It would be nice if we had the ability to restrict groups as well. And it would also be nice if we had access to change the restrictions over guests.

Oh, I should have looked at the picture on github better. Group privileges is combined with it. Awesome.

So my feature request is just for adding the "guest" group so we can modify their privileges.

Hey @HolyPhoenix, @baris referenced the issue -- I'll take a look at it, as I'm working on revamping the permissions subsystem this week/next.

@baris -- unfortunately, start of line # is markdown -- so syntax conflict haha... no solution in mind, so I've left it. :shipit:

haha, I guess you could modify the syntax, GH#123 or something

... but that would break all existing embeds :wink2:

Real reason is I want to keep it like GitHub's issue mentions... would like to also do commits too at some point
