I don't really understand what you're asking. Yes, category moderators can't ban users globally AFAIK. This is expected behavior. Do you want them to be able to ban a user from a specific category?

We don't support nested objects. If you really need to store as json strings and parse on the way out.

Is the wrong version installed? Run npm i --production to ensure the proper composer version is installed.
Otherwise, perhaps the issue has been fixed in a newer version of NodeBB... what commit are you on?
