No notification for mention while editing

When someone in my forum edits a post and adds a mention while editing, the mentioned user doesn't get a notification. I hope it's clear what I mean.

Is that a bug or could it be a different issue?

It's not a bug. Mentions only notify when included in the og post. This is by design.
