Is it possible to set a composer "template" for new topics?

Good morning community, new day new question!

Is it possible to provide the composer plugin with a certain template when creating a new topic?
Let's say I want the user to fill certain parameters in order to create a new topic (maybe on a specific category) and I want him to a few parameters appearing as UI elements in the composer.

Is it something "doable"? Is it something already possible?

You need a plugin if you want to modify the default composer template.

If it was something is simple as just automatically seeing the contents of the textarea, it could be done with custom JS in the ACP.
