How to allow the mods to be able to upload/change profile/cover pictures of the users?

Our users sometimes put adult pictures and cover photos, how can we give mods this permission to upload pics, delete pics and change user pictures and cover pics ?

but as a global mod when i try to do it, it says i dont have enough prividleges.

what settings do i need to change from admin account to let the mods upload different pics?

I just checked the code looks like only admins are allowed, I will change that to include global moderators as well.
