All Cyrillic Text in Links is Broken After Update to 1.19.2

Hello,
the problem is quite straightforward: all <a> tags which contain a Cyrillic text show it encoded (screenshot below). It's just not clear what causes this and how to fix it. This probem appears everywhere on the site (not only in the text editor).
Please, advice.

@baris I think the latest version is not published yet? ACP does not show it... it shows 9.0.5 as latest...

npm i [email protected] solved it for us...

additionally, the glossary plugin is shown as 0.0.20 although GitHub version is 0.0.21

Yeah I am not sure why packages.nodebb.org isn't updating more frequently. https://packages.nodebb.org/api/v1/suggest?package=nodebb-plugin-glossary&version=1.19.2 @julian

Looks like I already ran into it before https://github.com/NodeBB/nodebb-package-manager/issues/26, will try to take a look if I have time.

@crazycells It does seem like package updates don't always update nbbpm... I will investigate.
