Using {user.username} in "Custom Header"

Hi, I am trying to use placeholders in /admin/appearance/customise#custom-header but it does not appear to be working. Any way I can enable it?

I don't believe template declaration are parsed in the custom header, so you will not be able to use those placeholders there.

Okay, so how do I use them? Where can I move the custom header to that will allow me to use these?
