Updated FEP-5a4f: Federated Democracy to introduce Decentralized Algorithms & Algorithm Discovery via Webfinger.

We need a lot of feedback, especially:

1. Should we create a custom property for alternative representations instead of re-using url?
2. Will existing #ActivityPub implementations play nicely with it?
3. Does the definer representation have too complicated of a behaviour to be in a static website?
