Cannot enable development mode with watch

I installed NodeBB on windows, and followed the instruction on docs.nodebb.org to enable development mode with watch. I have supervisor installed globally, but when I type ./nodebb to list the commands, watch is not there. I followed exactly the docs step by step. What is the possible reason?

@scen watch option is deprecated. Use grunt instead
