Skins Menu item under appearance seems broken

Nothing appears (waited several minutes) when I go to Appearance -> Skins in the admin interface. See attachment.
It just sits at 'loading themes'

http://bootswatch.aws.af.cm/3/?callback=bootswatchListener&_=1459933996289 is returning a 404.
