Add Permissions To Groups.

Hello, I would love it if we could add permissions to groups. Currently, all we can do is make someone an admin or leave them as a normal user. I would love to allow "moderator" access to some people, but not full admin.

The backend work to support moderators is actually present, although not integrated into the core yet.

However, permissions can be applied for groups using the "Access Control" modal for each individual category. Does this help?
