Home page: categories and sub-categories in the same time

Hello guys,

I would like to have main-categories and sub-categories in the same time on the home page.

Structure should look like (an example):

• Main
  • General Questions
  • Events
• Tech
  • CPU
  • GPU
  • RAM

Should I create plugin or theme? It's more classic approach, where main-categories are just for convenience and for grouping content.

Hm. Seems better to create custom theme. Because plugin - Category Sections, alters template - public/templates/categories.tpl
