[Solved] Cannot set permissions per category

For some odd reason, all of the category permissions are messed up. I tried using the fine grain method in the ACP, but that doesn't work. All of the categories 403 until logged in. Is there anyway I can fix this or reset all the permissions? Thanks!

Does it sound related to gh#2351? I didn't get a 403 I dont think, but guests couldn't see categories.
