Make Topic has a permissions

Some day ago ,I finded NodeBB and it's great!
after reading source code and plugin hooks ,so have an idea that adding permissions to topics like categories' permission. but I'm new, some one could give me a guide.to development topic permissoin function.

What language do you speak natively, out of curiosity? Just asking because we've recently started getting some active developers/translators of certain languages, and you might be more comfortable talking to some of our international community leaders instead

Oy, topic permissions are a huge undertaking... I'm out sure how nicely it'll play with the Frontend either...
