Chat keeps blocking users

I've gone to the admin chat settings and changed almost everything limiting users to 0 to prevent them from being blocked while posting.
Yet someone I'm chatting with who is just a user, not a mod or admin, keeps being blocked for (he says) up to two minutes at times.
Best if I show the settings I think.

What else could be preventing users from chatting/sending as often as they like?

I have it set to 0. Would 120000 not mean a longer delay between being able to send messages?

The default is 120000 milliseconds so 2 minutes between chat messages for new users.

Ok but I don't want any delay what so ever for registered users, even if new since we vet them first.

What is considered a new user once they are validated and allowed to post?

It is based on a reputation limit you set on the same page, once they pass that rep threshold they are no longer considered new users.
