Is there a plugin that let's users subscribe to category?

Hi, I found this Github for a plugin and it matches very close to what I am looking for. However, can't find this via Admin panel for installation. Is there another plugin with similar feature or is there another way to allow members to subscribe categories?

You can subscribe to categories in core now, by selecting "Watching" in the category watch settings:
