API Usage Question: Are topic ids unique across all topics or only within a category

The API returns topic ids (tid) and category ids (cid).

I was wondering if the topic ids are unique (across all categories) and monotonically increasing. Or are they only unique within the corresponding category, or even only within a page of a category?

topic ids are unique across the entire board, otherwise we'd run into issues if we were to move topics from one category to another

They increment as new topics are created, and are not reused.
