user blocking problem after moderator assignment

Moderators cannot be blocked by default.

User A apparently blocked Mod B before he is assigned as a moderator. When I try to remove Mod B from blocked users ( /blocks ), I get an error message but I am trying to unblock him, not block him. So, I cannot take the mods out from the "blocked users" list.

One way to resolve this is that making "Mod B" a regular user again, removing Mod B from User A's /blocks list, and then making User B a Mod B.

However, this method only works if/when I check the users' /blocks list, so, I am open to any other solutions.

I believe, there can be an additional profile page where admins (and not regular users) can see who blocked the user (just like the /following and /followers pages. Or blocks can be automatically removed when a user becomes a moderator.

This should be fixed in https://github.com/NodeBB/NodeBB/commit/b9f916430873d537aa8786ea55bdadf772909dc4, user will be able to unblock privileged users.
