Disable chat for moderators only

Is there some way to allow users to chat each other but disable them being allowed to chat moderators?
They keep leaving messages in chat rather than posting as we would prefer.

We ask them to please post in a message rather than chat but it upsets some and they just leave.

I guess there is no way to do this or I have missed something in the documentation.

Not possible out of the box, need a plugin to prevent chat if target user is moderator.
