"Move Topic" not available in v1.17.2

My NodeBB was recently upgraded to v1.17.2 which I appreciate. One minor issue is that the option to "Move Topic" is now missing when in Topic view. I am able to move a topic when in Category view, but that can be very limiting. I sure hope this is a bug, not an intentional part of my new version. I see that there is already a v1.18 - should I upgrade to that? Please advise.
