Profile pictures not updating

Hello. i've set up everything working. But now i have a problem, when i update profile picture or profile banner and save settings, after refreshing it shows my old profile picture, also i've deleted it from Uploads folders and it is still showing the old one, what to do there? people can't update their pictures.

Does it show up after people clear their cache?
