Is it possible to have admin or mods approval for user created groups?

As the title says, if we allow users to create their own groups. Is there a way to moderate the groups creation?

I believe that you need to create a plugin for this. No built in functionality.

I'm not sure if this is exactly what OP needs though. It adds a permission for a user to create a group and assign it to a category. Not exactly the same thing as approval.
