If I got it right, the plugin nodebb-plugin-category-notifications could solve my issue.
I'd get the result I want if each admin/mod subscribes to all categories, right?

Yes Scott. I joined a couple of days ago but missed the confirmation email and now it's expired.

I've never needed to do that but I BELIEVE you might just have to go into your profile and set the email again and get it sent when doing that.
