Potential Issue with GPRD - only admin is allowed to DL data

Hello,

I am running 1.9.3 synced to master.

When a user (but admin) is trying to dl his personal posts etc on GPRD page, the browser switches to an empty page that has:

{"path":"/user/uid/SOME_NUMBER/export/profile","loggedIn":true,"title":"[[global:403.title]]"}

Chrome (inspect, network): shows the following error:
Status Code: 403 Forbidden
Referrer Policy: strict-origin-when-cross-origin

Any idea how to resolve?
