Upvoting/Downvoting

Hello,

Just a quick question, is the upvote/downvote a plugin? Because I have switched between the 4 default themes and I can't seem to see it. I also have looked at plugins and yet again... Couldn't find anything.

Would appreciate any help that anyone could provide!

They are a core feature make sure reputation system is not disabled in the ACP.
