I think the best solution is to just hide the checkboxes and only show them when you hover over the topic.
Then it doesn't really matter where they are located, because they don't distract attention.

You know where the tab is to flag post for moderation instead of typing another topic you can tap a button called “Request TOPIC MANAGEMENT” after you have tapped a prompt comes up to say what you would like to be done to the thread and underneath Reason. After you have confirmed that it sends a notification to all the groups/people that have that permission to manage the thread.
