How to write a hovered music player as a plugin?

I want to write a hovered music player, like those of chats. It can hover everywhere within forum, besides, if viewed by mobile device, if could stay at the bottom of the screen, what hook could be useful?

In addition, how to add a menu item into header/usercontrol, i.e. user context menu?

Have you tried getting a base plugin made, to open a music player in something like a bootbox.dialog?
