I turned on Track IP Address for each post (and restarted NodeBB). Where should I now see the recorded IP address with the Lavender theme?

Here is documentation on starting your own theme: https://docs.nodebb.org/development/themes/

If you want to make small style changes, it's best to do it in the custom CSS portion of the ACP, instead of editing the theme files directly.

Ah, not really... topic subscriptions are considered (in my opinion) user private data, and that is not shared by default.

You could instruct your users to adjust their settings if they are being notified about a specific topic too often:
