Yeah, it's weird that every instance has to have a copy of every file, usually on expensive cloud storage. A shared resource would help there!
Like an AT relay, so instances (PDSes) only have to carry files and posts for people on them, and the bulk of load is on those relays since PDSes aren't usually accessed directly. They're like a CDN for federated systems.

It's not specified by ActivityPub at all. It's completely a Mastodon-ism.

@julian I said nothing about the protocol. This is about Mastodon, and a specific Mastodon instance, and a thing that could help Mastodon, and instances like it.
