When migrating to new server, plugins?

I want to move my nodebb to another server. It sounds very straight forward based on the information I've found but there's one thing not mentioned in anything I found.
How do I handle the plugins I'm using? Does restoring the database then running nodebb upgrade do all this for me or are there some other steps I have to take?

@NodeHam active plugins are recorded in the database. Installed plugins are recorded in package.json
