Flag Post and Deleted Post

Hi all,

1. only an administrator can report a post (flag) as offenisve, spam, other?
   Could I permit to any registered-user to flag a post?
2. When an admin deletes a post (not purge), any user see "this post was deleted". Is there a setting to not show deleted post?

Any user should be able to flag a post. Double check your privileges if that is not the case.
