How do I allow banned users to post in a private category? Or is there a bug?

So I want to have a private category for banned users to submit appeals. I gave permission for banned users to log in and to post in that category, and while my test account can access and start writing topics/replies, once I try to submit I get an error "User banned". Is this a bug?

I'm on the latest nodebb v2.5.8.
