Granular Tag Permissions

It would be great if there was an option to restrict the use of certain tags to particular user categories. For example a moderator could take this feature request with: "Github" or "Review" or whatever. A normal user however would not be able to use those restricted tags.

Right now you can restrict tags to categories but there is no way to restrict tags to certain groups. Could be easily done with a plugin.
