Ability for users to create their own groups and categories, more like sub-reddits!

This is something i want the node bb team to think about adding this in core, right now i can see the forum's creativity is limited by admin team thoughts and users dont have the freedom to create their own categories nor their own groups, each time they want to create a group they have to contact us.
I really think node bb should allow users to have freedom to create their own categories, groups and be their owners i.e adding or removing members from that group, but ofcourase Admin should have super user powers up on each group and category!
For sure ACP can have a toggle on or off if they don't want this ability on some forums.
Do you guys think this will be good idea to make it like reddit sub reddits? as i see, each sub reddit is created by users. Even with youtube, users can create their own channels and so on quora, users can create their own topic interests and then ask questions. and so on..

On further research, we have found a plugin which does pretty much what we want.

@exodo it was something merge-categoires with groups something, but i dont remember the full name
