Do you have imagemagick installed? (as far I know it's required and NodeBB warns you during setup if it's missing)
Try convert -version to check

As far I know it's nodebb-plugin-imgur which gets used here

Make sure you installed nodebb-plugin-emoji***-extended***, and not nodebb-plugin-emoji
