Out of curiosity, does the PSF have a grants / fellowships program for folks building tools for Python?
As far as I could tell, the grants were focused on community-building, not tooling or development. But as your post says about grants in general, perhaps the dev grants are merely insufficiently visible?

@glenjamin honestly that post is a pretty thorough description - I mainly participate in PSF things through board meetings, I need to ramp up my work group involvement this year
