50.9% of all votes were cast for him, but this is a minority of Americans overall. Electoralism as it operates in places like the US is meant to appear to reflect “the will of the people” but has always been an elite project of minority rule.

That's almost always the case.

Yes. Turnout was about 65% of people eligible to vote, but millions of people in the US are not eligible to vote (but still, you know, count as people).

Some people are too young, while others are disfranchised for various reasons (usually conviction for a felony crime).
