@chris Although... electric aviation is best suited for short hops, which trains are also well suited for. It'd have to be combined with something like the (French?) ban on short-haul aviation replicating train routes.

@chris Not often a constituency voluntarily assumes its full complement of obligations, especially when the business plan might call for large subsidies from the public purse rather from the pocket of the constituent businesses.
