Not only *could* you build such a thing, I think it would be really, really cool.
A recent conversation has opened my eyes to the idea that, I think, a lot of people here - mostly of the 2022 vintage - would prefer something with more centralized oversight than what we currently have.
I think you should build that. I would be happy to help you, I write Rust and Ruby and anything else that seems interesting, and I volunteer to do ops for a Mastodon instance and run a small GoToSocial instance myself.
But please don't try to tell people off when they say they don't want the Fediverse to turn into that.

@mavu that's the start of it, but there's more you'd need! Automatic relay management, policy tooling, maybe some way to share reports to otherwise uninvolved servers...
