Why is it socially inappropriate to wear a bra in public but socially acceptable to wear a bikini top which is likely to have even less fabric?

In the (English-speaking) world, it was once a strong taboo to appear in the public in anything less than 'fully clothed', which meant that any part of visible 'underwear' counted as being 'naked'.
Bra being a thing from the late edge of the era when people who still believed in this had social power, bras are considered 'underwear'.
Bikinis were widely adopted decades later, when the old prudes' power was waning, but since neurotypicals don't like to admit when Teh Rules(tm) are changing, the legal fiction got widely adopted that bikinis are not underwear but scant outerwear.
