If you owe money to a governmental agency, especially the #IRS, and there is any issue with the payment whatsoever (don't have the money, sending it late, etc) the best way to handle it is to contact them immediately. JUST GO TALK TO THEM.
The primary goal of agencies like the IRS or Nelnet is to bring in revenue and handle debts. They are not built to go after people who owe amounts in the sub $10K range and avoid conflict as a matter of policy. They will be quick to offer all sorts of alternatives, perhaps waiving fines or interests that have accrued, or that will accrue, or giving you a payment plan that will add up to less than what you owed.
Don't freak out, don't run to some third party, don't end up in some sort of scam, just call the IRS and talk to them. They aren't interested in going after people without money, they're just interested in running the system.

Years ago, at a Food Not Bombs meet, a woman told me that she had owed some tax bill to the IRS (I think it was for a house that had been foreclosed by the bank) and had the shelter she was staying at call them, and the moment they verified the call was from someone working at a registered homeless shelter, and that she was getting on services, they sent paperwork that basically forgave her entire bill.
They didn't even try to collect the partial payment she'd offered them, because they weren't interested in going after someone who'd just lost her home.
