Minor detail to be added, that is 2.5% of Arizona's voting population, and the reason their citizenship hadn't been confirmed was that they had driver's licenses from before 1996, and apparently that was before Arizona was checking for citizenship. There's no evidence any of these people are not citizens, and it's unlikely, considering they have all been living in Arizona since before 1996.
