There are several references to the phrase "the law is clear." But when both sides can claim to be right in their interpretation of a law then that law, by definition, can't be "clear."
Georgia Republicans wrote that law. And they wrote it to be vague for a reason: to allow them to use it to claim election interference.
Why didn't Georgia Republicans make the law more clear when they wrote it? Because it benefited them politically not to.

@IAmDannyBoling I suspect what Joyce Vance means in using that phrase is that it's very obvious that with the law being clear, some of the attempts to represent it in this or that way are clearly distorting the clear law.
